U.S. wanted Japan to pay for Marines' relocation to Guam - The Mainichi Daily News

The Japan-U.S. agreement in 2006 combining the relocation of U.S. Marine Corps in Okinawa to Guam and the transfer of the force's Air Station Futenma out of Ginowan was aimed at having Japan shoulder the cost of the force's relocation to Guam, a former U.S. defense official has revealed.
