The total includes ¥30 billion to fund a project to build a second runway at Naha Airport. This is ¥17 billion more than the allocations for the initial budget for fiscal 2013 ending in March.

Comment: This is part of the problem. Okinawa want's the American military to leave their island. Heck, who wouldn't when you think about it, after all it's been some 68 years. Yes, there's been some problems but, it wasn't all bad either. So my question is, why not part ways while you can still part them as friends. The problem is that the Okinawan's have been sucking off the government tit for so long that they've become addicted to it and they don't know how to do it on their own any more.
Any addiction, whether it's to tobacco, alcohol, drugs, gambling or government money, a.k.a. "Keynesian Kool-Aid" is hard to break. The process of breaking the habit, going through the pain of the withdrawal process and finding healthy alternatives "substitutes" that suit you better is going to be tough but, it's all part of the process. It's a necessity and must be done.
But that's not what's happening here. In this case, instead of helping the Okinawan's get off that evil Keynesian Kool-Aid they've been swilling around in for so long, the governments of Japan and the U.S. are actually acting more like the local drug pusher and the evil drug lord. The only difference is this time the drug is actually money and the currency being exchanged for it is freedom and power. The Japanese pushers want to protect their "action" and the American drug lord's want their military bases (power) and now the Okinawan's are slaves to it and powerless to stop it!
When are the "sheeple" going to wake up and smell the Fascism??? Times have changed and not for the better. The government isn't there to protect you any more, they're there to potect their action and enslave you in the process!
