EDITORIAL: Higher entities must not bind lower-ranked ones in field of education - AJW by The Asahi Shimbun

Recently, higher administrative bodies have been imposing their will on lower organizations in the field of education.

The education ministry instructed the Okinawa prefectural board of education to require the town of Taketomi, one of the municipalities in the prefecture, to take corrective action concerning a textbook it had selected for its schools.

Comment: Looks to me like somewhere up the chain somebody is really-really motivated to sell textbooks. In particular, they want to push a particular textbook for a particular reason. Usually the answer can be found by following the money. If it aint for money, it's to sweep something under the rug. My bet is that this is probably going to be a little bit of both!
